In the new information system, it is more convenient for the forest owner to submit forest notifications and obtain an overview of the conducted forest protection and reforestation expert assessments. Also, nature conservation restrictions related to a registered immovable can be seen in the information system.
The purpose of keeping a forest register is to gather and maintain information on the location, area, growing stock, use and state of forest. Information on forest investments and on forest notifications, field work of environmental officers as well as reforestation and forest protection expert assessments are kept in the forest register.
The forest portal of the forest register is meant to be used by the public to obtain information on the Estonian forests and by the forest surveyors and owners to communicate with the state. The new information system allows to keep an eye on the management related to the forest and submit applications to the state and know the state of the proceeding constantly.
When before the public web service of the forest register, forest notification e-service and service for forwarding forest investment information were located in different portals, then now, everything is in one web application. The information stored in the old forest register was transferred to the new system.
“The new system is certainly more user-friendly and offers the forest owners full access to the information related to their forest land. For example, forest investment information is available, and also access is ensured to the proceedings of forest notification submitted by the forest owner and to expert assessments as well as nature conservation restrictions related to the registered immovable. So, the owner can look at the map himself/herself, before submitting a notification, to see which restrictions may limit cutting,” said Jaanus Kala, Adviser to the Forest Department of the Environmental Board.
Upon submitting e-forest notification, the proceeding is faster and there is no need to post the print-out on paper which consumes time and resources, the forest owner can submit the notification and monitor the proceeding and registration thereof in the portal.
Also, a new function is introduced – intrasystem authorisation, i.e. the forest owner can authorise legal and natural persons to see and download his/her information in full and, if necessary, submit forest notifications.
All people who are interested can use the forest portal for monitoring, but in order to submit a forest notification and see the information in full on your forest, you must identify yourself using an ID-card or Mobile ID. For ensuring safety, all activities of the users are logged in the information system. The address of the new environment is https://mets-ave.envir.ee/#/.
Since information related to investments and forest notifications are kept in the forest register, the register has two authorised processors: the Environmental Agency that engages in the matters of submission and processing of investment information and the Environmental Board that engages in forest notifications as well as forest protection and reforestation expert assessments.
During the first days, there may be technical errors when using the portal. In such a case, we hope that the users understand and we try to eliminate all possible errors.
